THE RULES AND REGULATIONS ATTACHED TO THIS LEASE ARE INCORPORATED INTO PLOVER PINE VILLAGE MHC LEASE WITH THE SAME FORCE AND EFFECT. PLEASE READ AND KEEP FOR YOUR REFERENCE.
All terms and conditions of the Parks’ written Lease Agreement are specifically incorporated herein and Residents, whether they have accepted or declined to sign the written lease, must comply with such terms and conditions as well as with these Rules and Regulations. Residents agree that they, as well as all other occupants residing in their home and all their guests, will abide by the Park Rules and Regulations and all Federal, State, County and City/Township/Village laws and ordinances. Failure to comply with the Rules and Regulations or other laws may result in the termination of tenancy as provided by law.
RENT: Rent is due on the 1st, payable by the 5th of the month. Late charges are $25.00 after 5:00 p.m. on the 15th of said month. Rent must be paid by check or money order only. Please use the rent slot by the office door. Your check or money order is your receipt. It is not necessary to have a receipt from the office.
HOME SET UP: Homes must be placed on the mobile home pad as directed by Park Manager or designee. Installation and set up of the home will be the responsibility of the Lessee who will be responsible for precautions against site damage and anchoring. Mobile homes coming into the park must have hitches removed; wheel and axles must remain with the home and be stored underneath the home. All mobile homes must have separate water shut off valves installed above ground or inside the homes for easy access. Mobile homes with electric water heaters must have a check valve installed by the water heater. All outside water faucets must be installed through the side of the home and not through the skirting. ALL mobile homes approved for the park must have a vinyl skirting kit installed within thirty (30) days of placement of the home on the lot.
WINTERIZING: Lessees’ will be responsible for the installation of all winterizing and frost proofing equipment by October 15th of each year. The Lessee will be responsible for any and all damages incurred to Lessors’ equipment. Lessees should never run water inside the home to keep from freezing up. This could result in frozen sewer lines and wasted water usage. Lessees should repair dripping faucets and running toilets. This also results in sewer line freeze ups and damage to park property.
UTILITIES: Any utility hookup must be approved by Park Management and a licensed electrician must be used for the electrical hookup and a licensed plumber for the plumbing and a licensed heat contractor for the gas hookups and conversions. Before digging is done on a lot, Diggers’ Hotline should be contacted (this is a must). Lessees must make sure all utility lines are properly buried. The use of oil heat and LP gas heat is not permitted in the park. LP gas cylinders for heat or oil barrels of any kind are not permitted in the Park. As of December 1, 1996, the storage of wood or the use of wood heat is no longer permitted in the park. Mobile homes who are using wood heat before this time will be grand fathered into the rules.
SEWER: The Lessee will be responsible for keeping his or her sewer system unclogged. If Lessee refuses to unclog his or her system, the park will do so and charge accordingly.
PARK WATER SHUT-OFF: Lessee must always contact Park Manager for connecting or disconnecting from the Park water line. Park Managers are the only persons allowed to touch park water shut-off under the homes.
GARBAGE COLLECTION: Garbage day is Tuesday. TRASH CANS WITH TIGHT LIDS ARE MANDATORY. Cans are to be placed by the road and immediately removed after pick-up. If Lessees’ garbage cans are knocked over, it is the Lessees’ responsibility to clean up immediately. Bags of garbage cannot be stored on deck or on the home site at any time. Barrels cannot be used for trash cans or any other type of storage. The Park does not pick-up any extra garbage items, Lessees are to contact garbage service for extra pick-up. Appliances, furniture, building materials, etc. are always to be stored inside until removal by garbage service or Lessee. Recycling containers are to be stored in Lessees’ shed or home at all times, except for pickup days. When garbage cans and recycling cans are set by the road, make sure recyclables are secure so they are not blowing around.
PETS: Pets are not allowed in the park without written permission from the Park Management and a $100.00 pet deposit when registering the pet at the Park Office. We permit one small house pet (12 pounds or less) per household. Medium to large type dogs are not permitted in the Park at any time. NO visiting or care giving of non-registered pets is allowed in the Park. PETS CANNOT BE OUTSIDE UNLESS THEY ARE LEASHED AND THE LESSEE IS OUTSIDE WITH THEM AT ALL TIMES. Pet leashes are not allowed to be staked in yards, on decks or trees. Leashes are to be removed when the pet is in the home. Dog kennels or houses are not permitted. One warning will be issued for any pet violation and after the first warning another pet violation will result in removal of the pet from the Park. Any pet picked up by the Park Management will be turned over to the Humane Society and will not be allowed back in the Park. If Lessee violates the pet rule and is required to remove the pet from the Park, Lessee will not be permitted to obtain another pet. All tenants will be required to fill out a registration card at the Park Office immediately. If you do no register your pet, you will receive notice to remove the pet from the Park. All yards must be kept clean of dog droppings. When walking the pet, any droppings must be cleaned up immediately. Lessee should not let their pet soil in other tenants yards. If Lessees’ pet destroys or damages any part of the mobile home site Lessee is required to repair all damages immediately.
ANNUAL INSPECTIONS: Annual inspections of Lessees’ lot and exterior of home and shed will be done every spring. Lessees will be required to comply with the inspection. ALL HOUSE COLORS MUST BE APPROVED BY PARK OFFICE PRIOR TO CHANGING THE COLOR OF LESSEES’ HOME. All wood-sided houses showing deterioration will be required to replace with vinyl siding.
RECREATIONAL VEHICLES: All recreational items brought into the park must have prior permission from Park Management. Campers stored in the Park cannot be any longer than twenty-four (24) feet. Motor homes cannot be stored in Park. They can be brought in to load and unload only. Pontoon boats or air boats are not allowed in the Park. Any boat more that eighteen (18) feet cannot be stored in Park. Any recreational boat or camper in poor condition such as needing paint and repairs cannot be stored in Park. Recreational boats, camper, snowmobiles, etc., must always be stored on Residents’ site or parking pad. Lessees cannot park any recreational vehicles on empty lots or parking pads.
SITE STORAGE: We only allow one recreational vehicle stored on the mobile home site at any time. Example: one boat on a trailer OR one camper OR one topper. Truck toppers cannot be placed on the lawn. Toppers are to be stored against the shed. Small canoes or boats not on trailers are to be stored against shed also. Motorcycles are to be stored in shed or on parking pad. Snowplows are only to be stored on the parking pad during the winter and removed from the Park in spring. Ice fishing shacks are not permitted in Park at any time. Site storage is strictly regulated by Park Management. Other such regulations or requirements may be set from time to time as in the judgment of the Park Manager are necessary to make the Park safer or more attractive and agreeable to the Residents.
SHED: Lessee is required to have a shed within thirty (30) days of moving into the Park. The Park allows only one shed per lot. Any shed being moved into the Park or build must be approved by the park Management. The shed must fit onto the Lessees’ lot and be movable. Shed size may vary with the lot. The largest shed permitted for construction in the park is 12’ X 16’ but it has to be approved by Park Management first. A metal shed is permitted. Wooden sheds must be sided with painted aluminum house siding, vinyl siding or wood house siding. CHIPBOARD OR BLANDEX IS NOT PERMITTED ON THE EXTERIOR. Sheds must be painted to match homes. Wooden sheds must have peaked shingled roofs, no rolled roofing allowed, finished eaves and trim boards. Please refer to Repair and Construction before constructing your shed. All sheds must have a treated floor to secure the shed structure to. All sheds that are setting off the ground must be enclosed at the bottom with vinyl skirting.
ADDITIONS: THREE SEASON PORCHES, ADDITIONS, TEMPORARY ENTRY WAYS OR ADD-ONS TO HOME OR SHED ARE NOT PERMITTED.
REPAIR AND CONSTRUCTION: Mobile home exteriors and sheds should be kept neat and repaired. Any Lessee who would like to put up a shed, deck fencing or skirting must receive permission from the Park Management. ALL CONSTRUCTION MUST BE APPROVED BY PARK MANAGEMENT AND BE COMPLETED IN THEIRY DAYS. Plans must be brought to Park Office showing size, construction materials and placement on the lot. In the event construction plans are not approved by management the final construction may be disapproved and the Lessee will be required to remove the construction. If Lessee cannot afford or cannot comply with the thirty days, Lessee should not ask permission for construction from Park Management. All structures must be sided with house siding which is aluminum, vinyl or wood.
WINDOWS AND DOORS: Windows cannot be broken cracked or missing. Mini-blinds cannot be broken or in need of repair. Blankets or sheets cannot be hung in windows. Plastic cannot be placed over windows on the exterior of mobile home. Insulation or cardboard cannot be placed in windows or doors. Mobile homes should have proper storm windows or inside plastic kits. All winterizing of windows and home must be done from the inside of the mobile home. All mobile home doors and screen doors should be in good condition. All homes are to have combination storm and screen doors. Missing screen doors are to be replaced immediately. Screen doors must have closures and latches. All missing screens in doors and windows must be replaced.
SKIRTING: The Park allows only vinyl skirting kits which include top and bottom tracks. Skirting panels must fit securely in the top and bottom tracking. A Lessees home with deteriorating or missing skirting will be required to replace skirting. Skirting that is loose or caving in must be put securely back into place.
FENCING: Fencing must be approved by Park Management. Wire fencing of any kind is not permitted and fencing of the front yard for childrens play area is not permitted. Decorative wood or chain link fences are the only types of fencing allowed in front yards. Privacy fencing is allowed by only in the back yard. Fencing must be painted or stained. All fencing must be placed four feet from the roadway. All fencing in the back yard must be two feet from utility lines. The Park will be not be responsible for fencing damaged by snowplows.
DECKS AND STEPS: Lessees must have permanent steps approved by Lessor. Minimum requirements are as follows: Treated Lumber for all construction; handrail and top rail size 1 ¼” X 6”; vertical spacing 12” on center using 2” dowels; flooring 1 ¼” X 6”; joists 2’ on center; steps 3’ wide, 10” depth with an 8” rise. Deck support posts must be placed in concrete deck pads. Any varying from these requirements must be approved by Park Management. Concrete blocks, metal or junk steps are not permissible at any entrance into the home or addition. All decks and steps must be painted or stained one year after construction. Clear sealer or preservatives are not considered stain and should not be used.
SITE UP-KEEP: Lessees are responsible for lawn care and those portions of common areas including walkways and parking strips that lie within the extensions of lot lines to roadways or other boundaries. Lessees are responsible for the mowing and trimming of their lots once a week. The park picks up yard debris once a year in the Spring. The dates of pick up are in the spring letter. We do NOT pick up any yard debris at any other time. We DO NOT pick up Christmas trees. Lessees are responsible for snow removal on their driveway site. Patio blocks must be placed on lots where there are not poured sidewalks by Lessees.
Trees, shrubs and flowers may be planted only after receiving the prior consent of the Lessor and Lessee agrees that they become a part of the real-estate and will remain with the lot at the termination of the Lease. Trees cannot be placed in the back yard because of utility lines. All shrubs and flowers planted in the back of the home must be against the mobile home or moveable in pots when out further on in the back yard. Tree removal and tree trimming is not permitted without written permission from the Park Office. Tree and shrub removal or trimming is at the discretion of Park Management and CAN be done without prior notice to Resident.
Clotheslines must be placed in the side yard or backyard, depending upon which way the home is placed on the site. Clotheslines should be umbrella or pole type. Clotheslines are never permitted to be strung in trees or between buildings.
Childrens wading pools are the only type of swimming pool allowed in the Park. Pools cannot be more than 12 inches deep.
We do NOT allow trampolines.
We do not allow licensed day care in the Park.
Swing sets, climbers and sandboxes must be placed in the backyard. The only type of sandboxes permitted are the hard plastic with bottoms and lids. Placement of sandboxes cannot destroy any part of the mobile home lot. We do not allow outside storage of play appliances.
CLEAN-UP: There is no outside storage of building materials, saw horses, concrete blocks, sandbags, tarps, appliances, furniture, car parts, used oil, batteries, tires, barrels, leaves, bags of leaves, loose or bagged tin or aluminum cans and unused junk. Lessees having anything stored under decks or steps should have item or items removed immediately. Lessees should put up a storage shed to store all unused items. There is no outside storage permitted around home or shed of folding lawn chairs, coolers, buckets, gardening items and childrens toys. There will be no storage of flammable material or equipment such as lawnmowers and snowblowers (but not limited to) near or under a mobile home or its attachments (deck,porch,steps,etc.) Any equipment which uses flammable liquid as a fuel must be stored in utility storage shed. All gas cans and flammable containers must be stored inside utility storage shed at all times. Ladders must be stored in the shed or hung neatly on back or side of shed. The only items that are permitted to be stored around the home site are trash cans (which are to be kept in back of home or shed), grills, lawn furniture and bicycles. Garbage cans can only be set by road on Tuesday. Childrens toys should be neatly stored in Rubbermaid containers at all times when not in use. Tires are not to be used as sandboxes. During the winter season all toys, bicycles and yards items are to be stored in home or shed. All items found on empty lots will be removed by the Park Management.
Lessees who do not comply with clean up warnings will be given a 5-day eviction notice. The Park will enter the home site and will charge accordingly for doing so. Lessees who insist on keeping a messy home site, deteriorating mobile homes and sheds will be given an eviction notice. October 15th of every year all outside material such as rakes, flower pots, hoses, toys, etc. must be stored inside home and/or shed.
MOVING OUT: When leaving the mobile home park, proper notice must be given to the Park Office. The mobile home lot must be completely cleaned off on the day the mobile home leaves the park. If the Park Management has to enter the mobile home site to clean off the site, there is a minimum fee of $50.00 charged to the person who is responsible for the mobile home.
VEHICLES: Semi-tractor cabs with or without a trailer are not to be driven on Park streets at any time. Lessees who drive semi-tractors must park these vehicles outside of the park. No commercial vehicles or equipment is to be brought into the Park at anytime except for the installation/removal of a mobile home or for the purpose of make a delivery. OFF ROAD VEHICLES ARE NOT PERMITTED TO BE STORED OR DRIVEN IN THE PARK AT ANY TIME. THIS INCLUDES THREE WHEELERS, DIRT BIKES FOUR WHEELERS, AND MINIBIKES. Snowmobiles must be stored on trailers and tarped at all times and never operated on Park property. If you have a recreation vehicle (boat or camper) it should be kept on the parking pad or next to home or shed when being stored. No vehicles can be parked crosswise in front of the parking pad. Vehicles stored as collectors or vehicles that are not being used even if they are properly licensed cannot be stored in the Park. Vehicles that are being sold and not being used on a regular basis cannot be stored in the Park.
NO vehicles of any kind are to be placed on the patio or yar. This includes motorcycles. No vehicles can be used for storage of personal items or junk.
There is no working on vehicles in the Park. Vehicles which leak or drop any material or fluid including but no limited to grease oil ,gasoline, diesel fluid, brake fluid, antifreeze, etc. must be removed from the Park until repaired. VEHICLES SHOULD NEVER BE ON RAMPS, JACKS OR CONCRETE BLOCKS. THIS IS HIGHLY DANEROUS AND PARK MANAGEMENT WIL TAKE ACTION TO REMOVE THE VEHICLE IMMEDIATELY. Flat tires should be repaired immediately. Oil changes must be done outside of the Park. Persons changing oil in the Park and throwing oil or oil filters on Park property will be evicted from the Park and pay for destroying Park property. Lessee storing engine fluids or dumping oil and other vehicle on Park property will be served eviction, fined $100.00 and pay for clean up costs. Vehicles with loud exhaust should be repaired immediately. All vehicles must be equipped with a standard exhaust system. Any exhaust system that is purposely used to enhance normal engine noises are not permitted (such as pipes, glass packs, etc.). Inoperable vehicles, junk cars or junk motorcycles cannot be parked or stored on Park property or Lessees’ home site. Any Lessee storing or parking a junk vehicle or unlicensed vehicle will be fined $25.00 and be given 3 days to remove the vehicle. This fine will be enforced with the lot rent and Lessee will be served an eviction notice. Vehicle sound systems are to be maintained at a LOW sound level at all times. This also includes motorcycle sound systems. Please be considerate of residents while driving in and out of the Park or while parked in the Park. All vehicles will be operated in a manner which is in compliance with any and all laws governing the operation of motor vehicles in the State of Wisconsin.
PARK DRIVING: The speed limit is 10 mph and there are stop signs to comply to. All persons using the roads in the Park must have a valid drivers license. Drunk driving and reckless driving is not permitted in the Park. Lessees abusing the rule will be evicted and ticketed by the Plover Police Department where applicable. Visiting guests are also expected to comply to Park driving rules. Please Drive Slowly and Safely. We do have children that run in the streets.
PARKING: There are ample parking spaces for Lessees in the Park. PARKING ON ROADS, PATIO OR YARDS IS NOT PERMITTED. Empty lots including empty parking pads are not for use of extra vehicle parking by Lessee. All Lessees are to park on their own parking pads. All roads must be kept clear for emergency vehicles at all times. Persons that park on the street or patio on a regular basis will be towed at owners’ expense. Visitors may use empty parking pads to help keep roadways clear. Roadways should not be blocked on both sides by visitors. If Lessee or Lessees’ guest car breaks down in the road, please contact the Park Management immediately, (day or night) or the vehicle will be towed at owners’ expense. Parking on lawns and driving across mobile home sites is NOT PERMITTED AND WILL NOT BE TOLERATED.
OPEN FIRES: NO open fires or incinerators are permitted except charcoal grills. FIREWORKS OF ANY KIND ARE NOT PERMITTED.
BASKETBALL HOOPS: Basketball hoops are not permitted. Lessee can use the stand hoops but it has to remain on Lessees’ property.
NO ANTENNAS: CB antennas are not permitted in the Park. Television antennas are permitted but cannot extend more than 12 feet above the home and must be mounted to home securely. Guide wire cannot extend out from the antenna. Satellite dishes are restricted to eighteen (18) inches and must be mounted to your home securely. Dishes cannot be placed on poles or on the grounds. Lessees must contact the office before putting up any structure on a lot.
DEER CARCASSES: Deer carcasses are not permitted in the park. They are not to be hung in trees, stored on home site or on your vehicles within Park premises.
USE OF GUN/BOWS AND ARROWS: The firing of any guns (including BB guns and air guns) or the use of bows/arrows is not permitted. Plover Pine Village is a residential area, which is part of the Village of Plover. Plover Village ordinance prohibits the firing of any projectile such as guns/bows and arrows within the Village Limits and Plover Pine Village applies to this ordinance also.
SCHOOL BUS STOPS: Lessees’ children should conduct themselves properly at the school bus stops that are on park property. Children should be at the bus stop 5 minutes before the required time of bus arrival. Children should not be running in the road, pushing or shoving each other. If the bus stop is by another Lessees’ property, the children cannot trespass onto the Lessees’ lot or touch Lessees’ personal property. Children who consistently display poor conduct at the school bus stop will be required to walk to the front of the Park to be picked up by the school bus.
REGISTERING COMNPLAINTS: When registering complaints to the Park Office, your name and lot number must always be given. Names of persons registering complaints are always kept confidential unless the person states otherwise.
MUTUAL CO-OPERATION: It is very important as residents that we try to get along with our neighbors and be considerate to each other. Park Management does not allow partying, loud stereos (whether in cars or homes), barking dogs or unsupervised children. Children should never trespass onto any other Lessees home site or Park property. The playground, tennis and basketball courts are closed at dark. No one is allowed around after dark. Residents should not trespass onto any of the property bordering the Park. Residents or children caught dumping or trespass in our compost are will be served eviction. Problems with another resident or observation of anything suspicious can be reported to the Park Management day or night. Disorderly conduct displayed by minor children( such as foul and abusive language, cigarette smoking, fighting, etx.) will not be permitted on Plover Pine Village property. All parents are held responsible for childrens conduct. Domestic violence and/or disorderly conduct that disrupt the mobile home community or involves the Police Department is cause for immediate evictions.
